Customizing your program improvement plan with a concentrated focus on immediate return of investment and near term product/process improvements is the key objective of every good manager.  A successful strategy must limit the number of simultaneous process changes and embed a continuous vigilance into the measurement reporting process.  Clearly defining roles and responsibilities of every team member brings a strong element of commitment to change.  Your implementation strategy must be in small increments and benefits realized before proceeding to the next phase of change.  Keep it simple and constant!
