Over several years of consulting with programs that are working to field systems based on the use of Commercial-Off-the-Shelf (COTS) products, we have repeatedly found the same mistakes being made. Good processes are all very well and good, but we keep on finding people who are in trouble because they don’t seem to think that they need good processes for COTS-based systems development and maintenance, or they realize it's too late. This presentation will put these repeated mistakes in plain terms for those present to absorb, act on, and share with others. The problems that will be covered will include, but not be limited to, using unqualified managers, ignoring basic software project management practices, ignoring sound software engineering, using untrained software engineers, overlooking the development environment, and wishful thinking.
