Using the SMC-CMMI-A to Bootstrap Process Improvement

   This presentation describes a series of internal process assessments conducted at the U.S. Air Force Space and Missile Systems Center (SMC) for systems engineering revitalization. It describes the model developed by selecting process areas from the Capability Maturity Model Integration (CMMI) and the Software Acquisition Capability Maturity Model (SA-CMM) and terminology changes so interviewees need not learn CMMI terminology. The SMC method is a Standard CMMI Assessment Method for Process Improvement (SCAMPI) Class B-like appraisal that also performs a coarser granularity assessment of additional engineering specialty areas critical to space systems acquisition. Since acquisition reform forced the services to discard many of their processes, complete process implementation was not expected for any process areas. Therefore, a simple practice counting method was substituted for capability levels or maturity levels. Attendees will learn the practices collected as bootstrap examples for other programs, especially new programs. This presentation also summarizes directorate preparations for wider process improvements and future appraisals.
