SIS Early Warning Indicators and Milestone Decision Criteria

Capabilities-based and evolutionary acquisition have impacted the way that the Defense Acquisition Board (DAB), Service, and program milestones are considered. The UK and Australia are particularly concerned with decision quality at their Main Gate (Milestone B analogue) because full life-cycle funding is committed and the cost-schedule-performance envelope is established at that point with serious consequences arising if the acquisition Internet Protocol Telephony (IPT) breaches the agreement. The tri-lateral U.S./UK/AUS Software-intensive System Acquisition Improvement Group has been developing a framework for addressing criteria used at all levels of program decision points. A second thrust of this work is addressing software-related early warning indicators for use in program reviews and program assessments between milestones. This presentation describes the form and status of the work to date. Included will be a description of the framework/indicator structure, a product for oversight evaluations supporting Main Gate currently being piloted as part of the UK Acquisition Management System, and the plans for adapting that product and developing additional guidance for use in the U.S. and Australia.
